Identity: the Dragon Moot of Halven is not a parliament. It is an ancient habit of sovereign beings gathering when a mountain, seal, oath, territory, or clause becomes too dangerous to ignore.
Membership: elder dragons attend by domain, memory, insult, proximity, and treaty relevance rather than fixed seat. Ash, storm, gold, frost, rootfire, deep sleep, old speech, and mountain wind dragons may all interpret the same clause differently.
Memory: dragons remember the original Halven clauses personally. They do not cleanly distinguish prophecy, treaty, insult, weather, tribute, and geography because each can be part of a domain's law.
Mortal fear: one dragon can invalidate a century of edited temple language by saying, 'That is not what was promised.' A Moot can turn a coronation, border, dungeon, or saint relic into a legal crisis.
